John Yablonski, Founder and President

John has over 40 years of technical and managerial experience in cosmetics, personal care, medical devices, pharmaceuticals and related disciplines in both domestic and international operations.

He is the author of a variety of publications and presentations addressing preservation, sanitary cosmetic manufacturing, microbial quality control, sanitizer evaluation and microbial guidelines for non-sterile products.  For outstanding contributions in the fields of industrial and environmental microbiology, John was presented the1996 NJSIM Microbiologist of the Year Award.  He was a founding member of the CTFA (PCPC) Microbiology Committee and the Microbial Content Subcommittee as well as being currently active in the CTFA (PCPC) Scientific Advisory Committee, ASTM, ICMAD and the ASM.  Past affiliations included the CTFA Information/Education Subcommittee, the Eye Area Cosmetic Working Party, SCC, NJSIM (Director), SIM, AWWA, SME, AOAC, and IFSCC.

John earned his degrees in Public Health Microbiology from the University of Massachusetts School of Public Health and Health Sciences with additional business and marketing course work at St. Johns University, the University of Michigan and Fairleigh Dickenson University.

Sharon Mancuso, Director of Customer Service

Sharon has over 25 years of managerial and customer service experience with a multitude of companies associated with cosmetics, personal care, medical devices, pharmaceuticals and related disciplines while affiliated with Bio-Control. 

She was the co-author of a variety of publications and presentations addressing preservation, microbial quality control and microbiological control in the manufacturing environment.  She was a Director for the NJSIM and served 4 years as Secretary for NJSIM being directly responsible for the organizations newsletter as well as monthly meeting scheduling and coordination. 

Sharon earned her degree from the University of S.U.N.Y Albany.  Following graduation, she worked for 4 years for the New York State Assembly Speaker’s district office as a Legislative Associate. On behalf of the Speaker, she represented and spoke for him at community events, coordinated community initiatives, dealt with related legislative matters and handled various constituent concerns and issues.

Dave Winne, Director of Technical Services

Dave has 30 years experience in the field of cosmetic safety and claims substantiation testing.  As Technical Director of a major Contract Research Organization, responsibilities included overall site management and coordination of human clinical trials including SPF evaluations, irritation and sensitization testing, determination of comedogenic potential and custom product claims support.  He has marketed such services at industry trade shows throughout the world and consulted for both large and small companies.

Dave graduated with academic honors earning degrees in Biology and Psychology from S.U.N.Y. Binghamton and gained experience as a Research Assistant in its Developmental Psychopharmacology Lab.  He also was a Medical  Lab Technician in the U.S. Army Reserves and trained at the Academy of Health Sciences, Fort Sam Houston, Texas where he also graduated with honors and earned a Letter of Commendation.

Richard Pecora, Director of Regulatory Services

Richard has been a Regulatory Consultant for over 30 years with extensive experience as an Industry  liaison to the Food and Drug Administration (FDA).  

As Managing Director of a successful regulatory consulting firm, he has a proven ability to represent foreign and domestic firms in a variety of regulatory and compliance matters.  As a highly sought after regulatory professional, his goal oriented approach to problem solving has resulted in the expeditious resolution of complex regulatory issues in an extremely efficient and cost- effective manner.  Areas of expertise include: regulatory compliance, registration and product approval issues, import/export challenges, FDA problem resolution, new product development/compliance and product labeling.

While employed by the FDA, Richard was an Investigator specializing in all of the FDA regulated industries.  His duties included field investigation as well as traveling as the National Instructor responsible for the training of all new employees. After 12 years of government service, he entered into private practice as a specialist consulting to the various industries regulated by the FDA. He opened his own consulting firm in May, 2005.

Richard graduated from C.U.N.Y. College of Staten Island with a Degree in Biology and, prior to his Government service, gained extensive experience as an analyst while employed by US Testing Labs in Hoboken, New Jersey.  

Robert Kozic, Director of Analytical Services

Bob has 30 years-experience in the fields of cosmetic and pharmaceutical manufacturing, processing, analytical testing and regulatory requirements.  Bob was the laboratory director of for a major Contract Laboratory responsible for all methods development in the disciplines of Gas Chromatography, Liquid Chromatography and Atomic Absorption. His work with methods development has resulted in a number of publications in both cosmetic and pharmaceutical trade journals.

Bob is an active participant in the Small Business and Industry Assistance {SIBA] programs offered by the Food and Drug Administration and has a working association with RAPS [Regulatory Affairs Professional Society].  His recognized expertise has gained him open access through the electronic gateway to all pharmaceutical and medical device areas of the Food and Drug Administration including company registration, product listing and label requirements.

Bob graduated from Kean University earning degrees in Chemistry and Computer Science. He started his career developing UV adhesive technology for applications in the NASA Space Program.  His research focused on the development of adhesive materials for the space shuttle launch process. The process and materials was later reinvented as an early application of using UV cured adhesives to apply false nails.  Fellowship work was completed at the University of Houston with focus on Chemometrics and Statistical Process Control.
